Lieutenant Herman Peccarelli was shot and killed during a standoff involving
a man barricaded in a home. He was off duty when he was called in to work to respond to a home on Ogden Street where
a suspect wanted for 3 murders was believed to be hiding. When officers arrived at the scene, a shootout ensued. Lieutenant
Peccarelli was shot once in the head as he attempted to shoot tear gas into the home. The suspect was killed on the scene.
Lieutenant Peccarelli served the agency for 20 years. He was survived by his wife, daughter and son.

Police Officer Joyce Ann Carnegie was shot and killed by an armed robbery
suspect she had stopped for questioning. The suspect had just committed 2 robberies in the area minutes before and was walking
toward Officer carnegie when she stopped him. As she approached, he drew his weapon and shot her before she had time
to draw her own weapon.
The fallen Police Officer Joyce Carnegie was found next to her patrol car by a federal agent who happened
to be in the area.
The suspect pled guilty to her murder and was sentenced to life in prison on June 30, 1999.
Officer Carnegie is the first female officer to be killed in the line of duty in Orange and in Essex
County, and the second female officer to be killed in the state, the first being Plainfield Police Officer Abigail Powlett.
Officer Joyce Carnegie had been with the Orange Police Department for 4 years and is survived by her Mother.
Officer Joyce Carnegie was a friend of the National Police Officers Association of America and will be remembered
as a friend to all who wear the badhe and uniform of law enforcement and Security.
Detective Kieran Tyon Shields was shot and killed while involved in a foor
pursuit of a suspect in a residential area of Orange NJ.
He had responded to the area to investigate reports of gunfire at approximately 11:30pm and was shot while
attempting to take a suspect into custody.
The shooter was captured 13 hours later in East Orange and charged with murder and weapons offenses. At
the time of Detective Shields' murder, the shooter was out on bail while awaiting trial on burglary and weapons charges.
Detective Shields had served with the Orange Police Department for 5 years. He is survived by his wife and
3 children, the youngest of whom was only 4 months old.
Orange Patrolman Frank Guzzo, Lieutenant Herman Peccarelli,
Police Officer Joyce A. Carnegie, and Detective Kieran T. Shields were promoted to the rank of Inspector posthumously during
the historic ceremony attended by a host of police officers representing their Essex County municipal and NJ State law enforcement agencies.
